Flower 1"-1 1/2" wide with 3-6 round petals. Plant grows to about 8" tall. Narrow leaves are thick.

Asteraceae (Compositae) - Sunflower family
Woolly Paper-Flower (Plains Paper-Flower) Psilostrophe tagetina (Psilostrophe villosa)
Each flower about 1/2" wide in clusters of 3" wide. Petals are very wide with 3 deep lobes. Plant are about 2 feet tall. Pre-bloom clusters have a white web covering that makes the plant drought tolerant. Toxic to livestock.
